Aside from competition or specially tuned rifles, users generally benefit from running heavier buffers. Almost every single commercial or military AR-16/M4 on the market could benefit from a H buffer... but a super heavy H3 buffer would be better suited for a mostly suppressed rifle, or a rifle which has seen a lot of use and needs to slow down its operation due to gas port wear. As manufacturers have gotten smarter with barrel gas port specs, it's up to users to figure out which weight buffer works best with their particular rifle and ammunition set up!
Simply put: choose the right buffer for the job. A good condition, general use rifle: H Buffer. An over gassed military/rack grade rifle: H2 buffer. A rifle that is fired suppressed a majority of the time: H3 buffer.
