Glock magazines are known for long service life, so while these magazines may be used, the samples we've seen look lightly used.  These magazines came from one of the countries biggest distributors so a reasonable assumption to make is these may be police department trade-ins.  When buying surplus/used magazines, a common strategy is to buy a few more than you think you'll need and test each magazine for reliability before rotating them into service for carry or competition.
