The 13.9 and 14.0" Barrel came about to reduce the overal length (OAL) of firearms with pinned muzzle devices that are slightly longer.  An example of such is the Surefire SF3P and Warcomp muzzle devices. 

Similar to the 13.7" that was popularized, the 14.0" barrel has the added benefit of being long enough that you don't have to use spacers or shim the muzzle device to meet 16" OAL when pinned.  This gives you maximum thread engagement to help secure your suppressor host to the barrel.

The 13.7" to 14.0" format has since been increasingly in use as "go-to" gun for many enthusiasts, whether it's for duty or sport.  

This Custom Configuration is based around 13.9 or 14.0" barrel, a long muzzle device (Noveske KX5, Dead Air Flash Hider, or B.E. Meyers 249F, etc.) and rail systems 10.0 - 13.7" in length.
